It indicates amongst other things (and possibly more) a data call in progress on the phone.

For example, if you use your laptop's Infra Red port to link to the phone, and connect to the internet using the phone as a modem, this is the indicator that will appear.

it also appears for other things apparently, but I don't recall what.
