Laptop advice. Can anyone help?

Hi,

I'm just in process of becoming a poor student (again) and I need to buy a laptop but I don't really have a clue about these things. So I was wondering if anyone could help.

I have £700 to spend on the laptop. I was looking for something with a CD/DVD Writer and hopefully 256Mb Ram and 30Gb HDD. I will mainly be using it for college stuff but also with images (messing around with stuff in Photoshop CS), publishing (Quark Xpress), and if possible music.

Also I want to get broadband will I need an extra modem?

Anyone got any ideas what I can get for £700?

Brand new or second hand? (an IT friend said don't buy a 2nd laptop unless it is dirt cheap beause they are unstable)

Hopefully I'm not sounding to dense here...
