I am a newbie in smartphone. I am looking for a smartphone simulator on PC so that I can play with it, write some small programs and put them on the simulator and let them run there, or use the smartphone to access some WML web pages on the Internet.

Do you know where I can download a simulator like that?

I think there's one bundled with the MS Smartphone SDK.

I downloaded it (approx 250Mb!) with good intentions to learn new stuff, but gave up about ten minutes in.

I tried the Smartphone SDK as well but gave up very quickly due to inexperience with the methods. Same there isn't any tutorials, or the like available.

Just the ability to load in a homepage design and see it on screen would be enough for me....

MIght actually spur me on to use some of my art/design skills i picked up in college.
