Need help with unlocking phone for install Homescreens

I have the developers version of the SPV-E200 that I ordered from Orange. A while back I had downloaded a program that would allow me to install new homescreens even ones that replace Orange screens. I had to hard reset my phone and now I have lost that program. I have also search though the forum and can not seem to find that program again. Also I don't seem to be able to OTA unlocker since I am in the states.

Can somebody provide me a link to download that program again?
