Is it possible to change a program's or a shortcut's icon?

I don't think you can change a program's icon using something like resource hacker on a smartphone because the apps have to be signed and editing the resources invalidates the signing.

But you can change the icon for a program shortcut on the homescreen and for folders on the start/programs menu.
