converting video files

I use Windows Media Encoder to change wmv files to the right resolution and rates for the MPx200, but how do i get avi, mpeg, mpg files over into the wmv format?

btw i find that the optimal settings are

video

16 FPS

77K bps

208x160

audio

16 kbps

16 khz

mono
