Orange want to charge me [B]£20[/B] to sim unlock spv

Had my spv for a year now and have ended contract with orange. Orange wish to charge me £20 to have the phone sim unlocked(shocking). The phone is application unlocked on 1.6.1.10 ROM update. Have had the phone sim unlocked in the past on an older rom version. Is there a method to sim unlock this origional spv on this rom version. Any input welcome.

P.S Next question can anyone recommend a replacement phone that is out there have looked at the nec 616e on 3 and the O2 xda II?
