blue lights skin / theme

i was a wondering is there actually a blues lights skin theres a plugin availible but i cant seem to find the skin or themey thing theres doesnt seem to be a just find it now button, or is does the plugin contain the skin, sorry if the answers simple you have to remember im a mental health nurse who restains people for a living no working with sums, thanks in advance
