Program to allow MP3 as a Ringtone!

I recently bought an Imate Smartphone 2 (E200) which has Microsoft Smartphone 2003. As all other smartphones , it only allows .WAV or .MIDI as ringtones. I was thinking of writing a program to allow MP3 songs to be playes as ringtones. I have tons of programming experience but none with c++ 4.0. So how hard would it be to do the following:

1- On incoming call - launch windows media player and open a certainn song

2- Adjust the program so that it works in "invisible" state

3- Close the songs when either the Talk or End button is pressed

As you all probably know, MP3 files are much much smaller than WAV files so it would save TONS of space.
