Changing Home Screen (Problem)

I tried to install a new home screen (.cab file) but it doesn't allow me to do so... The screen states the following: "Installation Failed. The program or setting cannot be installed because it does not have adequate system permissions." Tried installing another time and this time it showed that the program could not be installed because it is not digitally signed with a trusted certificate... hmmmz.. Please help out. I really wanna change my home screen! :D
