I'm not sure what you mean by "play", but *.sis files are Symbian application installation files (like *.cab files are for Windows)

You can't open them AFAIK (i.e. you cant install the application onto a non-Symbian device), and even if you could they wouldn't actually work

If you mean play files like audio files then, Yes, you can. I can't remember the different formats MS Smartphone supports, but common Symbian apps support WAV, OGG, MP3, all of which are probably playable in an MS Smartphone

No. You probably want to get a Symbian phone if you want to use Symbian programs.
