Can't sent SMS

The following message is receive when I try to send a SMS to anyone on and off my contact list:

The following errors occurred while sending and receiving mail:

Your SMS message cannot be sent. Try again later.

Minutes/hours later it's still stuck in the Outbox and can't be sent. I have searched the forums, but this occurs mostly when others are low on memory. I am not low on memory.

Any possible solutions?

Low battery and low signal can cause this problem.
