XP SPV Home Screen Skin

I just cannot get this damn thing to work on my phone, it installs fine and does something because the timer thing appears on the home screen but nothing changes at all, why is this not working???????? the file is a .hme file and I've tried changing it to a .cab file and using smartcab to copy it over but get the same result, successful installation but no change on the home screen, I really dont understand why it's not working, can anyone help me please. Thanks
