Is WM 2003 unlocked?

Hey

I just upgraded my phone to WM 2003 but i cant seem to install any software on it, am i just being a mong or do i have to unlock/decert my phone? I assumed 2003 was already unlocked but when i try to install a game such as wolfenstein it says something along the lines of 'inadequate permission'. Any ideas how to fix this?

I presume you are refering to the MPX200

if so then it is application unlocked already
