arabizing imate smart phone2002

dear friends : i have i mate smartphone1 and i made upgrade to the last arabic version wich size 12.755 mb and it comes with arabic .exe file but the arabic file is not working it gives error every time i start set up :(0error running command C:program filesmicrosoft activesyncceappmgr.ini and i download it from imate.com and another sites and the same problim still thank you :P
