Win98 Disk Defrag problem

Using System Tools on an old office PC, the defragmenter gets up to 3% then goes back to 0% and seems to get stuck in this cycle.

Have tried leaving it overnight but no success. Have done disk clean-up first.

Any tips / help gratefully received. Thanks in advance :)

What OS is it? Fire up task manager and kill ~everything~ bar explorer.exe, on Win98 any accessing of teh hdd restarted the process.

Cause - every time a background program makes changes to the hard drive, the defrag starts again.

Solution - start the computer in safe mode by hitting F8 as it boots, choose 'safe mode' from the boot menu, then run the defragmenter program from safe mode.
