Error message when installing home screen HELP

Hello i keep getting this error message when i install a home screen.

Installation failed. The program or setting cannot be installed because it does not have adequate system permissions.

Am i getting this message because my phone maybe locked? (i have read a few articles on here but don't really understand it. I have an SPV E200 and would really appreciate any help i can get.

Yep, you got it !

The phone comes partially application-locked by Orange to stop you installing dodgy software. It is easy to remove the lock though by going here : http://developer.orangews.com/orgspv/comdef.aspx
