you cant completly unlock the phone:P

You can sim unlock allowing you to use any simcard from any network

you can application unlock allowing your to run custom programs

however there is still a security lock that prevents you running applications that atempt to access the phone part of the device without being signed.

you will know what locks have been removed by what you can run / use
