Can't delete a specific file

I'm trying to delete some files but 1 specifically wont delete. The files in question are

windowsMsgQueueDataFileMicrosoft Broadcast Message SMS Protocol(Recieve only)

and there are 14 of the same file ranging in size from 262k to 2.71m

Are they supposed to be there & not deletable?

I have the exact same files, in the exact same number. As a rule you shouldn't really delete anything from the windows folder, and they will just be restored when you restart your phone anyway
