Email On WN2003

Many of you have had issues with programming delivery of emails to the phones inbox using the auto delivery feature(i,e delivery every 10 minutes, hour, 2 hours, etc.) It is very rare that I actually have email delivered at the prescribed times (I see the messages on my PC which should have been delivered).

Is this a network, hardware or software problems. Anyone successful getting this to work as it should?
