the hype of att cingular merge

i heard the merge is goin to be done and delt with today on the 31 of october? is this true? and I heard its going to be under a new name, called SBC Wireless? is this true? which I dont think I think it might just be cingular all together? i just want to clarify the change and when it will actually take place and if I will notice any changes on my phone? and will I have to cancel my att for cingular? but for free? I need information about this merge, feed me all the info you all know
