Need help finding a app unlocker

i was given a spv and it was unlocked but it wont let me install any applications i went to the orange developer website and tried to do it off there but it keeps saying that my IMEI number is not on their database how can this be revolved??

Download Action Resgister, when it does not identify your IMEI

it promts you to down load Action Register, this app registers your

IMEI to the developers site. Once done then you can application unlock your phone.
