Help with international dialling codes

I wonder if anyone could help me. I believe that there is a small program that will add the 00 prefix to all my numbers in my outlook contacts as all my numbers have + before them and my new motorola will not dial the number. I have been told I could find it on monolithix.org but the site seems to be down
