What do I do after I dowload a program?

Trivial question this, excuse my ignorance as a new user.

I've downloaded Jeyo Organizer onto my PC. Now what? Do I transfer it to my phone via the ActiveSync and then set it up, or do I first set it up on my PC and then transfer it?
