If you do a search you'll find that Skins (homescreens) commonly come in HME, ZIP or RAR files.

- An HME file you can run on your phone and it will install the required files.

- ZIPs and RARs need to be uncompressed with WinZip, WinRAR (or any similar tool) and the files then need to be copied to Storage - Application Data - Home

Couple of things, What phone (makemodelnetwork) do you have?

Why can you not run cab files? and what error messages are you getting?

You do not need an application to run cab files unless you have an orange phone then you will need to application unlock it to install certain homescreens.
