is it possible to over/underclock the smartphone?

just a quick question: does anybody know of an application that can over or underclock the smartphone? i'm using a motorola mpx220; it's nice, but i would like to ability to underclock when i'm not really doing anything. or, alternatively, does the phone do this dynamically itself? i remember on my old clie ux50, the "emotion" engine automatically underclocked itself when it wasn't being utilized.

there was a program to overclock for one of the mio smartphones but i havent seen anything for the mpx220.
