Deleting history & temporary internet files

When I clear the history & temporary internet files on my C500, everything is clear and there in no record of the sites visited etc. However, when I re-boot the phone, the history & temporay internet files re-appear!

Also, when sync the C500 with the PC and try to manually delete the temporary folders I keep getting the message "Cannot delete file Desktop: access is denied"

Has anyone else had this, and can you help me out?
