The folders in the start menu are that - folders in the start menu with shortcuts in them to the programs Id suggest you should use windows explorer to create a new folder in my smartphone / storage / windows / start menu In that folder you can then place shortcuts to the files in the folder you were referring to

Lets say you have 'Videos' folder inside Storage Card (\Storage Card\Videos) and you want Videos.lnk in Start Menu folder so that when you hit Start > Videos , 'Videos' folder will open.
