Customization of phone usage timers

Hi to all smart mobilers,

I was wondering whether there is any plugin or background application that can be used to customize the usage of the phone (call, sms, data timers)? This would be helpful, in the manner that anyone will be able to personalise this information according to their tariff needs and thus keep an accurate track of what usage they make of their phone and be alerted when they have exceeded their allowed free time of use.

If nothing like that exists, can someone point out specific information about resources (API, plugins), for the development of such a tool?

There is not a usage application at the moment for SMS etc but there is one for GPRS.

This has been on everyones wish list since the Smartphone was released back in 2002.

(That sounds really old now :D )
