smartphone emulator?

hey all, I'm new to smartphone and want to design and/or edit current home screens. Is there an application that would let me view the homescreen quickly (after editing the xml file) before sending to my phone? If it applies my phone is an Audiovox SMT5600 with the '04 operating system.
