Creating Smartphone Homescreens

I'm sure this question has been asked plenty of times before, however I could not find an answer. I would like to now what software I need and basically what I need to do to create my own homescreens. In particular I would like to know how to create homescreens like Leon1970's "SLR" theme (found on Modaco). Any suggestions welcome, thanks.
