need help with my new phones

bought them on ebay. has windows 2003 and gsm fix.when i make a call lots of times i get an error msg. unable to complete the call as dialed pls hang up and try again. i thought it was the gsm fix so i did a hr set the att setings and i still get it.thougt it was the theam changer or other app but i did a hr and didint inst nothing the same. any ideas. can it be the signal in my house its pretty week but in the street i get all the bars still the same prob. on the network settings i got att gprs and everything else on auto.should i install the gsm fix again or flash it to 2002 or 2003 again?when i hr do i erase the gsm fix or do i have to flash it?pls help

what settings should i hav in the call barring in the phone menu because in block incoming calls its off but in block outgoing calls its at intl . i try to put it on off but it says to put a password and i cant. another thing is that my internet always works i can brows always its the outgoing call prob only.
