This isnt really all that new, and is not currently available for smartphone

It works by modulating the conversation then sending it via your internet connection. In most cases you need 8kbps, pretty much more than gprs can handle. Therefore at present you can only use this technology on a mobile device when connected to a pc's connection via wifi or bluetooth.

you can ofcourse also use voip from pc to pc, using usb handsets etc.

For all this to work you need a client of the device. the most common client is skype. There were rumours they were working on a smartphone version, but i havent heard anything for a while
