Java gba emu....would this work?

Hi, i was searching google for freeware smartphone things and i came across a java gba emu, does anyone know if they would work i found a couple different ones here they are:

gba emulation is now(?) illegal - Nintendo have a legal judgement stating that emulation of the system is illegal

so I dont see many people being likely to work on converting any existing emulators over to the Smartphones
