problem by getting Service Provider Name with SIM

I want to get the SPN by reading SIM card.

The address for SPN is 0x6F46 in SIM card.

On one Smartphone I can get the correct SPN, but on another one I can't.

The first byte for SPN is: 0x01.

In Reference of GSM 11.11 it says,

If the last bit = 1(0x01), display of registered PLMN required

if the last bit = 0(0x00), display of registered PLMN not required

I don't know why these two smartphone have different results, and how to solve it?

or is there any other ways to get Service Provider?
