Bluetooth Utils

Posted this in help and advice but I think it would be better here:

Does anyone know of a program that runs on a PC and waits for known bluetooth devices to come into range - then launches whatever program / command you want?

(imagine computer greeting me with "hello sir, have you had a good day?" before launching windows media player with my favorite playlist, opening email, putting the kettle on ;) etc. when i get home)

The technology is all there, but has it been implemented?
