Can't find that great write-up on installing apps.

I'm trying to find a web page I found a couple weeks ago explaining to noobs like myself what the difference bet. cabs and phone executables and how to go about installing them on your phone. It then went on to explain how to create shortcuts in the start menu and so on. Does anyone know what page I'm referring to? I thought it was on coolsmartphone, but I can't seem to find it there.....
