BlueTooth and Active Sync

Each time I want to sync after rebooting my pc I have to initiate the sync on the pc, press cancel whilst it's searching and then initiate a sync from the phone. The connection then works fine. Is this normal?

Also, is there a way to get them to sync simply by turning on the bt on each device?
