.Net framework v1.1 needed for ruttensoft

I need .net framework for ruttensoft home screen designer. I have . net framework v1.0. I cant find any updates for it and the link on ruttens website does me no good. I always get any error message.

The file wont work. I keep gettin an error message. Where do i put it? Do i run it from where i save it or do i need to put it in the .net folder. THANKS AGAIN

Install the .NET Framework, restart your PC, install Ruttensoft HS Designer.

It wont install. I think i need to redo my whole computer. Thanks anyway
