missing icons on start menu!

Hi,

I'm using the HP iPAQ 4150. On the start menu, most of the time the icons are missing! I'm using WIN CE first edition HP ROM 1.10. I dont think it never use to be like this long time ago. Also, after I install a new program, the icons reappear again. When they are broke, it just shows that white windows icon indiciating its unknown or something. Any ideas/fixes guys? I also tried hardreset, it starts off ok then some start 'breaking.'
