Someone educate me about unlocking a Smartphone?

I just recently bought a Audiovox SMT5600 on Ebay and am trying to unlock it. I am using the unlocking website commonly mentioned on here and managed by Florin. Well when I goto unlock it I get the error that someone has already tried to unlock this phone with a fraudulent account. Now I dont know what part is fraudulent since Florin's technical support wont tell me. But what I dont understand is why they wont unlock it for me? I am not that individual and just bought this phone. Actually, the guy who sold me the phone told me he bought it from AT&T so either he is lying which I really doubt or something is screwed up here?? Can someone please tell me why they wont give me the unlock codes????

Try the network operator. Dunno about the US but here in the UK it costs about £20....

You mean call cingular? I am not a Cingular customer so what is interest do they have to unlock my phone?

Well Im slowly learning more. I think there is a national barred list that contains information about all IMEI on all phones and whether there has been any fraudulent activity associated with that phone. Wow, I find this interesting because after all arent we just talking about a cell phone???
