How To Create Your Own Certificate?

I have downloaded the

Microsoft AuthentiCode Toolkit

A SHA1 hash algorithm implementation

A base64 algorithm implementation

as said in a post on this site.

I have followed the procedure that was posted with the above but I am having no luck with creating a certificate.

Is it the fact that I am trying to create the certificate on my PC? or can it be done this way?
