Home Key Customisation?

Before I switched to the 3.45 Asian ROM, a double press of my home key would pull up the "Quick List" that pressing the power button does. Now, a double tap of my home button launches Internet Explorer. How do I get the quicklist back? Hopefully this will reveal how we customise the double home key tap, and then for those that don't want it launching the quicklist, you can get it to launch a New SMS or something:)
