I've been downloading the xml files to the homescreen folder on my mpx200 but i can't seem to get it all together. I can get the backdround picture to come up but the rest wont show. Do I need a plugin to install them or a different setting?

if it's xml file and images:

paste it in ur phones: storage/application data/ home directory.

if its a .cab file:

paste it anywhere in ur phone and then click it open from ur phone using the explorer u have in the phone.

to select a theme:

go to start-->settings-->home screen and select the desired theme.

The MPx200 didn't come with a file explorer but you can get the best one free from here : http://www.binarys.com/

It may be that your PC has mistaken a cab file for a zip file. You don't unpack cab files before you install them.

Give us an example of which themes you have tried and I'll try it on my MPx200

i've tried to install all types of the file formats...ive tryed exe, xmls, and cabs. I dont know if the phone is app unlocked because i occasionally get a message about a program not having a digital certificate. Could that be the problem?

Yep, that's your problem.

See Pzee's guide pinned at the top of this section.
