cell phone reference designs

Hi,

This is kind of a wierd question, but does anyone here know of any cell phone dev kits (i.e. reference designs) and how to purchase them. I'm an an e.e. with a recent interest in cell phone technology and want to see how hard it is to create a new one from scratch.

there are plenty of development models out, but these are aimed at software developers, not people who want to build / design new phones. thats really an in house thing
