Roam indicator and GPRS won't work on smt5600

i recently got an unlocked smt5600 from my father who had bought it and used it on t-mobile with no problems. he gave me the t-mo .cab files to make it splash t-mobile on startup and the gprs settings, etc...

for some reason, my phone constantly shows a roam indicator when registered to t-mo networks and my gprs will not work. i used t-mobiles mouse2mobile setup to get the proper network settings for gprs, and i signed up for that service. i'm not getting charged for roaming calls, so it's obviously not really roaming. any ideas as to why these two problems are happening?
