Microsoft CE Emulation for Smartphone?

There are so many nice programs around for PocketPC's and people are emulating all the gaming platforms so why not an emulation for this?

I am in dire need of a GPS program for my smartphone that works in Australia and the best ones only work on Windows CE.. not Windows Mobile CE..

Surely this is possible?
