Looking at the new program MYMONEY Version 1.0.0.1 on the main page, it say’s you have to have Microsoft .NET Compact Framework 1.1 to run it. Can somebody explain what I have to do, do you install NET Compact framework on your phone or computer or both if so can you talk me through it and another thing is there a link to it.

Assuming you've got Windows Mobile 2003 on your device you'll already have .net capability on your device. Have you tried running Mymoney just as it is?
