What does it mean that i need network code?

Hey i just got a audiovox smt5600, it is a cingular phone and i put in my att sim. THe phone is supposedly unlocked already. and it pops up saying network is locked, please imput network code. If that means it is locked what is the easist way to unlock my phone thanks...
