Starting into IPL or no keys work?

I've got an XPHONE II which either boots into the IPL screen or if it starts up normally then no keys work. I can't even power it off. I've just got it back from being repaired for this problem but it's not fixed.

I've logged onto O2 with my valid IMEI but there's no ROMs to download so I can't even try and reload the rom when it's in the boot loader screen.

1) Anyone seen this problem before?

2) How can I reload the ROM or even get a different one to try?
